Illegal goods in one system will be valid and welcomed in another system.
Black markets are there to buy stolen goods only. Stolen is anything that you did not buy first.

Selling "stolen" goods can be a great profit maker, if you are say bounty hunting at a nav beacon and someone drops their cargo check the following link and see if its worth the hassle...I find it best to do this just before you are thinking of heading back to a space station, as once you've got these items onboard and you get scanned by the feds expect a heavy fine...so SCOOP and SCOOT....and get into the space station as quick as you can as you are liable to be scanned again if you stroll in....:] heres a link with some prices and some black market stations....enjoy...http://elite-dangerous.wikia.com/wiki/Black_Market

so if I find a place selling personal weapons and take it to one thats prohibited I can always make a good return? use thrudds trade and cant seem to make selling illegal goods worth ewhile

Again, like others have posted before, but I'll try to explain it as easy as possible:

Everything you FIND in space and cargo scoop up -> Sell at black market
Anything else -> Commodities market

If you are scanned while having something aboard that you scooped up -> BAD! Expensive. Look at right panel, if it is marked "stolen", you have a bad time with the cops.
ergo
Have found cargo ->Sneak into station (silent running) OR speed into station OR dock at platform because they dont scan

Hope that cleared it up.
Cheers

I find the smaller outposts are best for fencing stolen gear as there is less chance of being scanned - in fact I have yet to be scanned at an outpost. The stations where you dock internally you have a good chance of being scanned and, therefore, getting a fine.

I guess there no real smuggling then, its not like I can buy heroin at a pirate base then sell it at a mining base where its illegal. those are the types of trades I am looking for and cant seem to find.

Stolen or illegal goods are a great way to have fun playing currently, because you do not need huge ships - unlike trading - for this.

Trading is boring because it is predictive. But I find "opportunity play" fun: trying to fulfill the missions. Missions do not pay enough to pay for the maintenance costs of a bigger ship, but for something like a Cobra, they are nice.
The key is to find a station with lots of smuggling missions (for stolen goods, or illegal items like slaves or perf enhancers), and do them to gain more rep with a specific faction and get more missions.

Then you can "sell" stolen/illegal goods by going to the bulletin board and see if some mission ask for them.

Avoiding getting scanned is now quite easy. With a Cobra, just enter very fast, otherwise line up with the entry at some distance (> 5km), throttle up to 150/200 km/h, assist off, throttle to 0, enable silent running.... and assist on + enter when close to the slot. Once in the station you are not scanned. Plus when you see the "ship scan" message you have still 5 seconds before completion to enter.
And there is no scanning in outposts.

The randomness of missions breaks the monotony of gameplay. Too bad the mission timers do not stop when disconnected. Also missions do not pay enough to play with a bigger ship for now.

Yes, you can buy slaves (or combat stabilizers, etc) for instance somewhere and sell them elsewhere where they are illegal with a black market for >1,000cr profits, or >10,000cr if you find a station with frequent missions to deliver slaves.

It adds some spice to combats in USS/Nav Beacons because once all pirates are killed, you must escape before the cops try to scan you.
