Consumer Tech is illegal in theocracies. Maybe you are just finding religion.
Are you referring to the HUD message while your FSD is charging? If so, then there will be one (potentially more) faction / jurisdiction in the system that prohibits the commodity. You are saying that none prohibit them, but could be a planetary base too. A quick trawl of all bases in the system map will show which one. I have never had an occasion where the commodity wasn't prohibited somewhere.
The cargo won't show up as illicit above the fuel gauge unless you are in that jurisdiction, and conversely, a commodity may be prohibited by the controlling faction, so you will get the illicit cargo warning in supercruise, but it will go if / when you drop into the normal flight instance at the station / base where the faction don't prohibit it.

Not in the case of most recent system "Neunets" which is a Corporate Fed system... weird
Ahhh so right you are ..... with regard to the latest system I mentioned above...did a close trawl and found the offending planet based port way, way out in the system..... prison colony.... banning said Con Tech.

Yep, I just did a quick lookup in EDDI, and it's going to be the Los Chupacabras minor faction...
It used to catch me when I took delivery missions that were legal but came up with that HUD warning. They were always legal, even if the controlling faction prohibited said commodity.
