Is the faction who issued the bounty against you present in that system?

A photo of the Intersteller Factors screen rather than one of the navigational information about a tourist beacon taken in space might help more.

There's a cooling down period too. The right panel will stop the "WANTED" display. Until it goes away, you can't pay.
Most likely this. If the faction that issued the bounty is present in the system - they don't need to be the ruling faction, or the faction controlling the station, they just need to be present, even if it's at 1% influence - then the I.F. won't touch them.
I'll assume you're in Reidquat, as that's where your pic states you are at. If your bounty was issued by any of the following factions, then you can't hand it in to any I.F. anywhere in Riedquat:

Baijungu Netcoms Network
Riedquat Crimson Legal PLC
Riedquat Worker's Party
League of Riedquat
Mob of Riedquat
You'll have to go to another star system, where your bounty-issuing faction is not present. If it's The Code that put the hit out on you, you might have to travel a fair distance as they are an active player faction present in many systems in the Lave region.
