I'm hostile to a minor faction, but...

...it doesn't matter.

I end up hostile with pirate factions often. I think they're supposed to shoot at you if you go to a station they control, but I've never accidentally run into that situation. They don't treat me any different when I run into them in a HAZ RES. I don't get interdicted more often. The biggest loss not being qualified to do missions for them.

I think they should be out to kill me. Constant hit men being sent to kill me (no further loss of rep if I kill them). If they're in a boom state, send wings of engineered ships that ARE going to win the interdiction game. Maybe start with just a few ships and escalate to the death squad wings. If you get through all of them, start it again on the next server tick.

Counter balance: If I'm allied, those factions should come to my aide. Not just the police - all allied factions in the system. The response time of the police should be faster than normal; all other allies have an immediate response. They also scale based on the faction state, but not as strong as hostile factions. A hostile faction in boom might send 2 wings: 2 elite anacondas, 2 dangerous eagles and 4 master FDLs (all with very high bounties). Allies in boom might send a few ships: a deadly anaconda and a few vultures. If you leave before destroying the enemies, you lose a bit of rep with your allies.

Final counter balance: Allied status slowly decays to friendly over time.

A minor scuffle would turn to a mini conflict zone. Every system your hostile faction resides becomes a threat; especially if you don't have allies. I'm sure there would be a few other implications to such a system.
 
There are some effects, but they are pretty rare. The Ualame Silver Gang sent hit men after me a couple times separate from the mission-associated pirate wings (I'm pretty sure) as my rep with them went lower and lower.

I would think that massacring 1200+ of their ships would have a more noticeable effect though. I'd like to see combat ships attack on sight if faction ranking is hostile.
 
I think the only scenario where I've been interdicted outside of missions or random pirates occur when in a war zone and never amount to anything.

I'm sure they need to stay PG, but I'd like them to send threats, have ships sitting outside of the station I'm docking at while saying things like, "We have eyes on the target. The mission is a go. I repeat, the mission is a go". After undocking, I'd hear a commotion at the entrance of the station and all hell would break loose.

I'm a solo player, but imagine that happening in open. You're just a bystander and 40 ships are going full conflict zone right around the mail slot. Alarms going off. Lights dim and a red strobe is flashing. An announcement comes over the intercom: Please remain calm. The station is currently under attack. All capable pilots are requested to assist the security forces. We have placed large bounties on the perpetrators.

"This is what happens to you if...." The flavor text never really made sense. I always kill them saying "Is that the best you got?" And yes. It is always the best they got.
