How do I get a federation promotion mission? As far as i understand, when I reach 100% for the next federaion rank I have to do a promotion mission, but so far the mission board didn't have anything special to do for me... do I have to be at certain stations?

You should see them offered by Federation-aligned minor factions. They might be unavailable to you because you have insufficient "rep" - they should still be listed but unavailable in that case. So the trick is to raise you rep with the local Fed factions, friendly is good, allied is better.
BTW All the time you are doing missions etc your progress towards the next promotion qualification is still going on behind the scenes and will show up after your promotion.

Promotion missions are "Chain" or "Follow up" missions. This means they only pop up after you do a mission for a faction (you want to do this for factions affiliated with the relevant superpower). Donations tend to pop follow ups often, deliveries slightly less but any mission has a chance of it - even massacres but those are really unlikely.
Also, as the mission above shows as a Strike or attack mission, if you aren't keen on taking on someone or your ship just isn't rigged up for combat, you can drop out of the mission section then go back in, and the mission type may change. Mind you, it's been a while since I was doing the promotion grind, but I think that was something that I had read in here in fact. If I am wrong, someone will set the record straight shortly.

"promotion grind"... well, not exactly. All I want to reach is the permit for the sol system... preferrably before the release of odyssey, I want my first space walk to be on the moon. Especially seeing the name of my asp... https://inara.cz/cmdr-fleet/30545/95652/ "The Beagle has landed."
You can't land on the Moon and since it isn't atmosphere stopping us doing so then no doubt it still will not be available in Odyssey.
I regret to inform you that the moon is not a landable world.
This all reminds me of when I got my Sol permit and was excited to go and drive around on Mars. When I got there I found it had been terraformed and is now an earth-like world. ☹
