heh - logic, not something fdev use :) I just checked out one base in an Election and nothing, but it might be a rare drop / bugged. Ideally I want a tourist base with an Election and in need of repair ... no luck so far

found them in a corporate toruism set, the demo tour i tried yielded zilch, so i think corp's like opinions more, and therefore have them more, i havent checked theology or any other governments that would likely have them.

there is negotiating with the mission givers(non terminal), havent tried it beyond seeing the more rewards and moar rewards options

Between the drop rate and the requirement of providing 40 of them, I’m just going to say “nope” and not bother unlocking that engineer.

Which means I will probably get bored with odyssey a bit sooner and move on to other games.
