I think an exhibits pack would be one of my top choices - the smaller creatures almost always make up a huge part of a zoo's animals and currently there is barely any scope for variation. If you want to make a bug house, and want to showcase the diversity of beetles (which make up 25% of all the world's animals) then all you have is either the titan beetle (which isn't kept in captivity) or two species of African beetle. Likewise, for a reptile house there are a couple of iguanas, Australian elapids and South American boas, but no chameleons, lacertid lizards, pythons or colubrid snakes.
Huge areas have little to no representation either - while in terms of habitat animals, Southeast Asia is getting pretty full, in terms of exhibit animals it is nearly empty.
I'd love if such a pack came with an update that not only changed the sizes and shapes available of exhibits, but also made them a bit more interactive. A few weeks ago, someone on the forum came up with the idea of an exhibit design that functions like the diorama feature, which I think sounds amazing.
