I'm Struggling to Understand Reputation

Posted on this elsewhere but the plot keeps thickening.

Basically I've been tooling round the galaxy in Solo mode just playing the game and investigating USS's. All I do in them is attack 'Wanted' ships. Yes, I have absolutely hit a couple of Fed ships or System Authority ships but I've only ever killed two intentionally and in all cases fines are paid. I have no criminal record, nor fines outstanding. Yes I know that's not the same as rep but credits are a measurable commodity; reputation seems a bit Johnny Ball, think of a number. I made my way to Sol and have been in and around that area. My status to the Federation is 'Hostile'. Everywhere I go I get attacked when I drop out of SC at a station or USS. Except when a Federal ship interdicted me (he came up red), scanned my empty hold and said I was clear to go. Surely that's a bug.

Anyway, I recently used all my copious skills as a pilot, making full and subtle use of all manner of in-game systems to fly into one of the Earth stations where I'm a wanted fugitive, evading the many, many law enforcement ships who attacked me by just getting docking permission and landing. A cunning plan, but it worked. Seriously, who taught them to shoot? They're like A-Team Bad Guy skill levels. Anyway, upgraded to a Viper from my Adder and am now stuck with a 5 system range, all Feds and now being denied docking permission despite not having done anything else?

So how do I get rep back for someone who attacks me on sight?
Why did I lose rep simply for hunting 'Wanted' status ships in Fed space?
Why did the Feds pay me bounties only to drag my rep down at the same time?
At what point does 'Hostile but you can still dock' become 'Hostile and pick a window, you're leaving'?

Honestly, I don't get it. Is there a resource somewhere on how reputation works, how it's earned and lost?
