I'm surrounded by dropped Loot, but too afraid to scoop it up...

I usually don't bother with loot, mainly because I'm either flying a Viper or a Python. My Viper build doesn't have a cargohold and the Python used to be a PITA to scoop with (haven't tried since its scoop was improved, but given the rare case my cargohold isn't full, I'd only consider scooping if the cargo is at least 100k and I'm on my way to an outpost anyway - it's not worth the scooping effort and the time for a detour most of the time though).
 
The way the game views it (not that I agree with it as the gameplay implications are very problematic), is that cargo is tagged to an owner when it's bought. So anybody that's "not the owner" has stolen it, regardless of the means of acquiring it.

There is no in-ship module or in-game capability for "washing" stolen cargo, for a fee, to re-tag it. That's where a "Cargo Salvager" module can come into play, something that re-tags it, but requires "ammo", adds weight to the ship and takes up an internal compartment.

this part of the game, like many other, is half baked
 
I like to occasionally go to an Anarchy system and make my way slowly toward the station visiting USS's and scooping, and scooping the cargo sometimes dropped by pirates I come across along the way. Then I sell it all in the black market. It's not a quick way to make money, but it's more fun that most.
 
This is never a problem in Anarchy systems which is were I always bounty hunt. The only problem you have in anarchy systems is all the pirates that show up afterwards and scan you to find you're full of high value goods. You become a very attractive target.

Do NPCs drop rares? Killed a lot cargo hatches and never saw those drop out myself.

Many npc's in an anarchy system on my trade route happen to carry large amounts of rares. I kill them for their bounty, but never scooped up the rares, because I make a good enough profit hauling palladium.
I hope FD will be tuning down the weird unrealistic decay rate of containers (or have they already?), so there's more time to scoop them up.
