Ships Imp. Courier -where??!!

Maybe I'm missing something in this last update...
I considered it a 'Patch' with added new content. However, searching through 24 (!) stations in Imperial systems, I can't find the courier anywhere!
This includes Zelano (Sen. Patreus's favorite system) with 5 orbitals, Synteini (Sen. Zemina Torval's estate is based here), and 3 Large Population High Tech systems like Chapsugaibo, etc.
I have found many Imp. Clippers available but no Courier.

So I'm wondering.... (maybe kinda late to wonder after I spent half my life supercruising waiting for stations to close in)
Is this "Powerplay 1,3" only for founding backers? Only for ppl with Beta access?
I bought the client for 50e. I don't have special privileges or access to private servers. Is my client the problem? My access type? The systems I look into?
Should I go to Achenar? (I have access) ..what?

If you are not on the BETA access you can't get it until its released to the main servers.

Its BETA test only at the moment.

I load the client..
I see announcement about Powerplay 1.3...
I click the link and it opens a dev changelog....
It says about the new ships. Everyone on forums speak about them and compare...
I look to find one, and after 5 hours of frustration... I get your reply

Why the F* there's no Beta boards to post these things and why does MY client announce new content if it's in 'closed' beta (anything that I don't have access is 'closed') ??!!
If forums are meant to be confusing and just building up hype -good job!

Also Beta means Beta. As in test version. As in not yet public. If you read the client it says in the first line "The powerplay beta is now available to those with beta access for pc"

I think it may be your fault. Also masked swearing isn't allowed in the forum no matter how masked it is so I'd remove that :)
Roughly 1 week to go before it goes public I think so don't worry, its not too long now...

Late I know, but I found a Courier at Tagoman System, Brosen Port.

This was on XB1. No idea if that changes it's availability on PC.
