Core Dynamics ships are ships made by a corporation based in Federation space. They are not locked behind Federation rank, so they are not Federation ships. Lore just isn't particularly important in this game - and lore is not the reason why Core's ships are available to everyone, it's because having so many ships locked to one faction would clearly be a terrible idea.
