Imperial High Grade Emissions?

You just have to make the proper sacrifice to RNGesus and he will bless you.
All sacrifices should include a small child, and at least one item from the following list:
A sack of puppies
An aardvark
An omelette made of platypus eggs
A box of Fruit Brute Cereal
A jar of Marmite
A goat
A Beer
A fresh salmon
A right sock
The last digit of Pi
Of course there's no way of predicting which secondary item will be deem acceptable, so you'll have to take your chances.

Yep same here. Can always hit up Imperial systems in a Boom status and fly 10,000ls away from the star. You'll see High Grade Emissions quite a bit.
I seem to find them in the vicinity of Earth-like and Water Worlds, along with Encoded Emissions. Just further proof that RNGesus Loves... Somebody.
Just remember the HGE rules.
1) If it's faction stuff you're looking for (Core Dynamics Composites or Imperial Shielding), make sure you head to a system aligned with that faction (durr)
2) Make sure your chosen system is HIGH population, 80m plus, this is what makes the stupid things spawn
3) The system state stated in Inara is WRONG, for both CDCs and ISes, you want NONE, not boom. Boom will give you proto heat radiators.
4) Fly straight up from the main star exactly 1400ls, no more, no less, and run huge circles above the star at 1/2 throttle.
Do this and 50% of your USSes will be HGEs and most of them will contain either CDC or IS (based on faction).
