Imperial Mission bug?

So I've been a good Imperial boy and made my up to "Lord". I get the following mission, a summons to Summerland for a secret message.

I travel the 60 or so lightyears to Summerland and don't get any secret message. Nothing, Nada, Zip. I dock at all the stations and check the bulleting boards but nothing. Is this a bug or do I need to do something else?

This is not yet correctly implemented. The mission just gives you the permit (same as Achenar permit earlier). Continue gaining Rep in the Empire and the additional (unavailable) summon missions will go away and be replaced by the ranking mission.
