Imperial Powers and Federation factions

I'm currently trying to turn a few systems that are exploited by Imperial powers to Federation but I'm finding it extremely difficult. Even after running 30+ missions I am sometimes only getting like a 1% influence boost in systems with a pop of 1 million. Does the fact they are exploited by Imperials make Federal factions more difficult to gain?
 
Some things to check:

1) What's the system traffic looking like? It should register every player ship that enters it (if you jumped in five times, that'd be five entries with your ship on it).
2) Are other factions' influences rising or receding? This could indicate active work happening in opposition to your efforts.
3) Being exploited, or worse, a control system for an Imperial Power does nerf Federal influence gains and magnifies Imperial influence gains.

Its sounds like there is a lot of traffic and you are pushing against a strong tide

In order not to attract pushback from the local Imperials, I won't mention the exact systems. But they are exploited by ALD.

Other influence does not appear to be moving much either, the controlling faction is locked in a war and another system so is influence can't change at all right now.
 
Okay, possibly it was a late tick. A few hours ago I noticed that the influence in one of the system's I'm working is up about 15%.

That is a huge amount of traffic. Beyond that, ALD is fairly competent, so you are probably being opposed.
