Newcomer / Intro Imperial Rank Progression

I have recently decided to get the Imperial Rank required to be able to buy a Clipper, however I have got as far as Master and the only mission I see now is unobtainable as I already have the Achenar permit. There is a line in that one that says go to the HQ for next instructions, but there is no indication of where that is other than it being the Achenar permit so I assume it is in that system.

Any pointers would be helpful even if I am just doing it totally wrong

Just ignore the dumb broken permit mission. Think this occurs with more people than it doesn't. It will have no effect whatever on your progress, just carry on doing missions etc

Yes, those go to X for instructions missions are dead ends. Just carry on gaining Rep with Imperial factions and eventually the next rank progression mission will turn up.
