Engineers Imperial Shielding - can't find it at all

I know it's either a mission reward (I've already fought with those trying to get enough modular components, I'm not playing the mission roulette again!) or USS.

As for USS... I THINK they are in 1000+ Ly away from the main star (aka "Deep Space")? And, well, Imperial systems, obviously.

But all the USS I ran into were:
a) degraded wreckages (in outpost system)
b) distress beacons
c) encoded beacons (good stuff from the probes, but not the thing I'm looking for)
d) I believe there are also supposed to be high grade emissions? Haven't found them yet.

Is there any way to up the chance of finding this material? Or am I stuck flying aimlessly around hoping the right USS pops up?

War, Civil War, Civil Unrest & Boom system states at least have High Grade Emissions.
Sometimes you have to fly a few thousand Ls away from the shipping lanes to find those.

Do you also need to be in an Imperial System? I had (4) of these that I believe I got from mission rewards. I used them up for some upgrades with Didi I believe, and I was wondering where the heck I could find more of those. I definitely don't recall ever seeing them from any of the High Grade Emissions drops I have been to, but I have not been operating in Imperial Space of late.

Thanks for the confirmation! [up] As I said above, I suspected that would be the case considering the NAME of the mat alone. ;)

Being able to get them from blown up Imperial ships also adds credence to that notion.

The OP definitely needs to confirm that they are in an Imperial system, because High Grade Emissions spawn in Federation and Alliance systems too.

You dont have to be in Imperial system. Sometimes I receive them as a mission reward.
If You need lots of them fast, then go to Imperial space (check PP status, dont have to go far away).

I couldn't help but trip over them and collected something like 50 or 60 of them. After I modded as many resistance augmented boosters as I needed I chucked about 20. But my home system is in imperial space and I check each USS when I am in supercruise 1,000 ls to the station where all my ships are. It used to be that whenever I came across a high grade signal source I'd know that it would contain imperial shielding. But it's possible that it has all been changed. I haven't actually seen any for a while now. I think there's a bug with the back-end server. I only seem to find proto radiolic alloys now, which I never found in imperial space before. And it's impossible to find any exquisite focus crystals either.

PP status? Isn't checking alliance on the map enough? Perhaps this is what I've been doing wrong?

I'll be cruising in Hoji - seems to be an Empire controlled boom system. See if I can find any of those good USS... Haven't been lucky thus far. And, ironically, I went out hunting for some Clippers in RES, and none were to be found. :(

EDIT:
Found one hight grade emission source... no imperial shielding components, only proto heat radiators. Those are rare as well, but not what I need, sadly. Damn!

EDIT 2:
Reading the description for the proto heat radiators... they are created in boom systems. So... isn't looking for imperial shielding in USS in boom state a miss in this case?

Yey! Found some! Finally! Now I have 12, let's hope they last or I can find more... ;)

I'm in Broo Tarquin space currently and I'm still seeing quite a few Imperial Shielding in High Grade USS. If it's in boom you also get a chance of Proto Heat Radiators which will dilute your odds. Haven't seen a EFC since 2.2.

Found 4 Imp Shielding in Empire system w/outbreak at Hi Grade Emissions USS (one place so far). None yet in as encoded USS. My 2 Cents.

As at 0:04 hrs, today's date - HIP 113219 is in a State of 'Outbreak' and spawning both Pharmaceutical Isolators AND Imperial Shielding, both in High Grade Emissions (3 per it would now seem). I have collected IS 21 & PI 12 in about 10 mins.

Deep space around 2,000Ls from the star.
