A simple question, and one that I think I know the answer to already, but I'm going to ask it anyway - is there anywhere in the Colonia region where one can buy Imperial ships or modules (IE: alloys) for them?

I once thought it would be neat to have a CG to open up a station that did imports of items (like this and other things you can't get normally in colonia) from the bubble just for this purpose. I'm a terrible writer, though and never submitted it as a suggestion.
Imperial ships, no - that would need a superpower-aligned station (or a universal-outfitting one, which is only marginally more likely to show up)
The armour is something the superpowers aren't quite as restrictive about, so the occasional shipment of Imperial Eagle armour has shown up at Aragon Silo before (as has FAS and FGS armour, from that side). None right now, though.

Make 4 billion credits. Design a ship to quickly get you to Colonia. Then pay a lot to get your combat Cutter/Corvette or a trader at great expense transporting the ship there. One way to go. Personally I would go with a highly engineered Cutter and deal with all the added required jumps to get there. But that is just me.
