Why do the fed stations in a fed system sell imperial slaves?

On a similar topic - if Aisling Duval is so against slavery - why do so many systems in her control sell both Imperial and regular slaves..... I've found more regular slaves in here controlled systems than anywhere else - and she is supposed to be against all slavery.
