Imperial slaves illegal in empire space?!

Might be a dumb question, but since when are imperial slaves considered illegal on imperial stations? Just shipped a hold of them to Slatas (which worked out fine before). Upon entering the station I got fined for illegal cargo and they can't be sold at te market. Anything I missed?

Unfortunately it has no black market. Not Aisling controlled either. The ruling faction might have changed, it's still an empire faction though, which makes it all seem so weird. I mean, I thought slaves are a fundamental part of empire society. The new emperor took thousands and thousands of them as a coronation gift after all.

Doesn't even have to be Aisling. Non-imperial powers can control systems nominally under imperial jusrisdiction and that can cause it too. One of my resent trade routes shipped imperial slaves quite legally into a federation democracy, where they would normally be illegal but Patreus had the system firmly in his grasp so they were legal.
 
*facepalms* My bad... the System IS in fact controlled by Aisling... that little slave-loving smurf-haired...
