I have been working on both my Federation and my Imperial Rank. So far I am a Master in the Empire and a Petty Officer in the Federation (I am friendly with both) I was visiting my local federation planet getting agri meds for a empire faction mission when I got a mission to go to Beta Hydri a Federation permitted planet it said once there I would get a communication. So I figure lets drop off the agrimeds before time runs out. Do So and I get a imperial summons mission to Achenar (another permitted system) once again it says there will be a communication when I get there. I head to Achenar first... cool system no comms..... so I stop in each planet hoping to get a mission there.... no luck. ok maybe I have to do the federation one first..... off to beta hydri. still no dice. When I stop at the appropriate planets (fed or empire) the mission is listed as available but unobtainable since I already "have the permit" is this how these permitted systems normally work or am I bugged........

Well basicly it is screwed up. You just get the permit... no need to head over a particular system. Just keep doing what you do and don't pay attention to the mission text (there is no person to contact).
Fell for that to at the beginning when i got my permit for Archenar but after that.... no way i am traveling that far for no reason lol
