Imperial Summons Mission (Bug?)

So I'm still trying to get to Baron but once I hit Lord I started getting "Imperial Summons" at nearly every dock, which I've already accepted and as such it is under Unavailable missions. In fact, now there are two unavailable "Imperial Summons" missions at this dock...

Question: Is this a bug that will prevent other actual missions from popping? Or will those other missions pop eventually even if these "Imperial Summons" missions remain?

The other missions will come - just keep on plugging away and ignore those.

I went through Elite's Tenth Circle of Hell a few weeks back with the Summerland permit I already had. At one stage I had 4 of those missions in the unavailable tab. I just ignored them and the next mission came along eventually.
