Improve Water lip height.

When you create holes using terrain tools so you can add lakes/water beds etc, it would be great to be able to fill up those holes right up to the top, with water, using the water tool. When you try to though, it will only show a red line of where you want to fill up the hole to, if you want to fill it up to the top of water. You can only fill holes up to where the blue line permits. I wish frontier changed this. This also happens in Planet Coaster too.

I agree, but there's a simple trick I use to make it work better. It takes a minute longer but first I raise the terrain just a tiny bit in the shape of the lake/river that I want to make, but slightly larger. I raise it minimally, like way less than 1m; so little that it's barely noticeable. I use the terrain stamp tool to quickly get the general shape, using shift to drag it down so it raises things only a tiny bit. Then I use flatten to surface or foundation to fill in the whole shape to that height.
Once I've raised it all, I then go back and dig it out, leaving a small "lip" of the terrain I just raised. Then I can fill it, and it fills perfectly.
