For an easier insight of how my suggestion would look like, I will try to follow the steps you need to take as a player in order to achieve this.

- You can create a Faction in game at any major system for a fixed price. Based on the location you find yourself you can choose to be affiliated to a major Galactic Superpower or not.
- After finding a proper name and a logo, your newly created Faction will be based in the current system. You will have the posibility of moving your base following certain steps, later discussed.
- A special panel will be available in the Status screen after creating your Faction. Here you will be able to create ranks with permissions and choose a tax percentage. You will not be able to add or remove money from the Faction's Treasury. The only possibility is to gain income is by taxing a certain ammount from all your profits (trading, exploring, fighting). This will ensure a balance between new and old players. The only differentiation will be done by the number of people in your faction.
- In order for your Faction to receive funds is to have it selected as the active faction in the Functions screen (this will not stop you from joining faction wars and receiving bounty vouchers as you can still select which faction you want to fight for.) Obviously you can toggle it off at any time.
- Funds can be used to buy hangars around the Galaxy, ships and later when it will be possible: Bases, Capital Ships, Mining Outposts etc.
- Also doing missions with an active Faction will slowly increase it's influence in the system you are progressing in. This will enable players to have a better saying in shaping of the Galaxy's Politics, without having moderators to hand inject factions and assets. Also, for the people who are not interested in politics there will be an option to turn off influencing.
- Each set interval of time, a percent of total profit should be taxed by the Super Power you're based at. To counter this, you will have to invest your money in assets. Also, being not able to pay the taxes would mean confiscation of your company.
- After meeting certain criteria, you should be able to apply for a Shop, a Warehouse or even Specialized Buildings that will craft materials based on the output of the system. Building these should require your Faction members to retreive certain materials. This will open the possibility for Traders to have advanced mechanics such as: lower prices on raw materials, higher prices on final products more control of buying and selling goods (without affecting the current market too much - there should be a lower and higher limit based on the prices in the current system).
Notes:
- Only players with permissions are allowed to buy ships, modify or fly them.
- Unexperienced players will still be able to fly (if the permissions allow it) faction's big ships. The catch will be meeting the requirements for parts (such as npc Crew Members' skill).
- In case of affiliating with a Super Power certain rules will have to be followed in order of not risking exclusion or even harsher penalties (declaring war on your faction).
- Having a taxing system for Factions can be different for each system. So that you will have to find the one that suits you the most. One can tax you more often for less money, or vice-versa. Also, each faction or Super Power should have a different taxing ladder system (one encourages small Factions while another encourages large Factions) so that you can choose to move from one to another in case it doesn't suit your needs anymore. Of course, this should come with a stronger penalty than just clicking away your new location.
