Improved launching safety

Having just accidentally nudged a CMDR in a port after being given clearance to launch, thrusting vertically and nudging him.
No-one was speeding/killed so no fines but still, it irked me that I'd been given *clearance* and it wasn't clear!
(I PM'd the nudgee and apologised)

So, I suggest three options to make launching safer:
1) Launching clearance is only given if it's clear - no other ships in the dock that have been given clearance/landing.
This could feasibly be abused by griefers who hang around for 5 mins blocking others, so not perfect.
and/or
2) Allow an easy/fixed/saved camera for up and behind that's defaulted when you receive Launch clearance so you can more easily see what's above/behind you. Puts the onus on the CMDR, but makes it easier to check.
and/or
3) When in dock with Launching Clearance, restrict/filter the scanner to only show contacts within the station boundary so you're not flooded with all the police blips that are outside the station and of no consequence. Puts the onus on the CMDR still, but makes it even easier to check surroundings.
UPDATE - in fact, having just launched again, I can see that the scanner is not even there! You just get the landing bay targetter. So you can't even use the scanner to check - it has to be visual, so option (2) is looking most feasible.

I agree they need to do something about this. Even just the NPCs are bad enough, but there needs to be some serious effort made at actual traffic control. Heck, make it so if you don't complky you're fined, even. When I am flying my Cutter it's almost impossible to exit the station sometimes because they seem to spawn two or three ' Belugas entering the slot just as I am "granted clearance". Oddly, however, when entering there's hardly any traffic at all! They need to either do as someone else mentioned and separate the in and out sections or mke the darned slots wider so there can be two actual lanes.
 
You should extend the radar hologram like you do on surface landing, so that as you lift off it pans out, enabling you to see objects and ships around you better.
