Improvements for next patch

Just some issues I've found:

1. [Feature Request] Docking - Implement a queuing system, so that if a space port is full then everyone gets a number and gets a turn. I's annoying having to keep requesting on busier ports and I get so fed up I drop to solo, dock and then return to open play. You could force people to stay say 4K from a space port, and once their number is up they have the normal docking time to dock or they lose their place.

2. [Feature Request] Bounties - Implement a threshold where Federal ships will only attack you if you have a bounty over a certain amount IF there is a ship with a higher bounty already being engaged. Example scenario I was attacking an anaconda with a bounty of ~54K I accidentally hit a Federal ship and gained a bounty of 200. The Federal ships then saw me as the Bad guy and started attacking me instead of the anaconda. This could also be offset with a check to see if you are targeting the Federal ship when you attack them or perhaps if you only hit their shield they could issue a warning for the 1st offence.
Another solution would be the ability to pay an "on the spot" fine for fines less than 1000 rather than have to go to a space port.
My distinction here is police wouldn't stop chasing a murder in order to nab someone that was littering.

3. [BUG] FSD Issues - Quite a number of times i use the indicator and either the target submits or I "win" however when I slow down to get into combat there is no-one there, just me. I've also seen this issue in cases where I have reduced my throttle to zero and submitted in order to fight my attacker only to find i have no attacker.
