Ok this is a bit of a big one so I'll try and structure it. We all know these guys are quite lackluster, they could use some more gravity in the game to make the actual park side of the management be interesting and engaging.

Firstly, make them actual entities that enter the park through your park entrance and persist within it, walking around and using the facilities until they decide it's time to leave and get out the way they came in. First and most important as it is the basis for everything else.

Secondly, as they go through your park, make them reflect that. Have some of them wear some of the things you sell, or carry souvenirs from gift shops.

Thirdly, tho perhaps more important than the second point, make their deaths matter. The current effect on your park is negligent, you barely take a financial hit, you are not really confronted by anything and life goes on, except for those poor sods. Make it so fatalities incur a significant financial loss, maybe even percentage based to push you harder even when you have ridiculous amounts of money. The more the fatalities, the worse this gets. Your Star Rating should suffer a MASSIVE hit, people DIED here, i wouldn't want to visit such an establishment. It would have to take time for that penalty to slowly wear off too. There is something like that already going on but i do not think it's severe enough or that it lasts long enough. If your death tolls reach a high enough number, you may be forced to temporarily close down the park or even prompt a lose condition, under a wave of lawsuits and loss of money, Jurassic World is no longer viable or legal, realistically that would be a very expected Loss condition.

and Fourth, which may be the hardest part of this, make visitors clickable and their needs, thoughts and such reflected in a panel similar to the one for the dino needs. Obviously they would have less needs, like Dino Entertainment, Fun, Drink, Rest and Food, but they could also have some quips about what they're seeing or thinking and maybe even have a "Dinosaurs Seen" section, that shows you what they've seen and may tell you how to better expand some exhibits.

These systems may become a bit taxing with the number of guests currently about, but honestly i think you can reduce that a bit, as i said before, throngs of faceless maths dont matter, quality over quantity.

In addition if we add my suggested attractions and the ACU rescue, that would even further lend gravity to some of the suggestions here. Make them matter, is all im saying. They really dont now.

Oh and as a small aside, please make guests interact with more buildings. The Restaurant and the Bar both have open Terraces, but they are always empty and unused.

Totally agree. The best inspiration for complex guests would be the original 'Roller Coaster Tycoon'. Furthermore, I think guests should be able to have dino visibility through non-concrete fences.
 
I'd like to see the guests wear raincoats when it rains or there's a storm at least. Wearing dino onesies/t-shirts that bought from your shops would be cool too. It would be nice to see more people sitting in the bar the busier it gets as well.
 
I remember that in JPOG the visitors were unique, they had emotions to say it in some way, I remember that they placed the smallest dinosaurs with loose bovines near the visitors and above their avatars a symbol of jurassic park appeared that denoted in some way that it was a jurassic real park, so add this feature that you mention seems right to me.
 
It has happened to me that some dinos escape me and run through the interior of the park and then to stop, a visitor who runs horrified hits the tail of this dinosaur and falls to the ground. I thought he would get up because it really was like touching a dinosaur, but he died.

I imagine that it would be difficult for you to be penalized with it since it seemed very ridiculous to me the way that visitor died. Actually a poor AI or packaged animations do not recognize certain interactions.

Yeah, the poor AI of the visitors needs to be rectified and i really really hate the Contact Damage instant deaths. It would be a bit hard to make the game understand stuff like momentum ad so on for trampling though. Still, if something escapes and you dont immediately open your shelters, thats still on you and still should be penalized. obviously even 20 deaths wont put you out of business, but a hundred or so might.
 
To make the last point possible they should really cut the visitor count down by 70 percent i mean i dont know any theme park that has over 7000 guests at the same time specially a dangerous place like jp they need to control the crowd in some way and letting so much people in ur park is crazy i think 1000 maybe 2000 guests would be more than enough and it would really help the harware ressources too
