Ships Improvised Components - huh?

So I'm trying to engineer my shields and I need Improvise Components to do it. And I know that they are found in Civil Unrest and Independent/Alliance systems. Or at least, that's what I've read. The problem is, I only found a handful of Civil Unrest systems, and very few of them even had HGE's, let alone Improvised Components.

Does anyone know of a system I should look in? Or perhaps some other material to look for in order to trade up?

You could look for missions that give Improvised Components as a reward.
HGEs with Improvised Components are rare squared.

I'm not sure I've ever seen a mission with improvised components as a reward. They may not even be on that list.

Configurable components are not particularly rare in encoded emissions.

I'm going about this all wrong. Yes, I can trade configurable components for what I need, but the best place to find those is at Dav's Hope. And in the mean time I pick up a lot of other useful stuff.
