Try high population, Independent, Civil Unrest… SuperCruise into Deep Space preferably more than 10-100k Ls away from system center, come back to system center at 3-12Ls velocity and wait for High Grade Emissions to spawn, good luck.

Any Civil unrest will do but I've personally found most this way.

I had the same issue than OP today and I had read about the procedure you described, but it didn't work very well for me. I tried flying out and back anything between 0 and 150000 Ls from the orbital plane and was only able to get degraded emission and others to spawn. But no High Grade. The best results I got in one system about 150-600 Ls above the orbital plane. I think it may be system specific and the optimal distance varies. I tested several Civil Unrest systems and used hours trying to figure it out... And finally got about 50 of them.

OP: The issue with LHS 55 is that it is federal, so you will have competition between which material drops. If you go to Independent (or Alliance?) system, the only material that drops in high grade is Improvised Components.
