I have been looking for these for days now. going to every civil unrest system there is all high grade emissions and have not found a single one. what am i doing wrong?

You are not collecting other, easier to collect high-grade materials and trading across for Improvised Components at horrendous exchange rates.

You asked what you were doing wrong. Since improvised components are currently very rare, the current meta for acquiring improvised components is trading for them. o7

It's not just the system state. It has to be the Faction with the Outbreak state. And if it's not an independent faction you dilute your odds with other G5 mats.

Another thing you might try is to filter your system choices by population, sticking to systems with higher (at least 1 million) populations.
