You farm them either by landing on moons for raw materials and other ways.
Or by combat for manufactured. High grade emissions also are manufactured.
Or wake scanning/targeting of ships for encoded.

Nope.
Mission rewards are only Biotech Conductors, Exquisite Focus Crystals and Modified Embedded Firmware
High Grade Emissions - the only USS that spawns Grade 5 materials
I've never seen them as mission rewards. I think inara is incorrect on that. If you can't find them in High Grade Emissions (HGE) use material traders to get them in exchange for other grade 5 materials that are easier to find.
I understand your situation, @Hawkcode. It took me forever to find these too. Not to mention the fact that Inara lists these to be found in USS (HGE sites) as well as via mission rewards. You post popped up just as I was typing this.
When I FINALLY found some of these, it was in the LHS 214 System. I found a HGE site that had as its ownership, the F99th faction. This faction was in a Civil UInrest state at the time. I'm sure this is dated. I have NEVER seen these offered as a mission reward. If anyone does, let us know. My guess is that Inara may simply be incorrect about that.
I've seen other tips that suggest that these rare items in HGEs often spawn with short expiration times. I'm not sure if that's always the case because the one I found lasted long enough for me to get them several times.

)Lucky you. The only ones I've been lucky enough to get are pharmaceutical isolators (another rare one) from pretty tough Anaconda NPCs. It's usually just a single "one" and only happens rarely at that.
The only fortunate thing about that is that those "pretty tough" NPCs get less tough as time goes on...
...aka as I get better.
Some mats are brutal pain to find, especially system state related ones. Best solution is this:
Open galaxy map > filter to have Federal and Imperial systems highlighted (red and teal dots), set population filter to 100mil+ or so, and rake Core Dynamics (Fed systems come with several more G5s, can be convenient) or Imperial Shielding (these you can max out very-very quickly) in Empire systems.
Go to mat trader and exchange for stuff you need. Exchage rate is total ripoff, but that's your best and fastest option.

They are only used in one blueprint for Reinforced Shields so easy to trade
I looked through my notes on HGEs and found an entry saying I found ICs in a HGE owned by a faction in Expansion state. However, the controlling faction of the system was in Civil Unrest which is why I went there in the first place.
It seems to me finding a particular high-grade material in a HGE (or dropped by an NPC) was made much less dependent on system/faction state than it used to be. The table listed on the Wiki that is often referenced here on the forums is not very useful anymore.

Last time I went after improvised components was when Borann was the hot mining system. All the people getting ganked there pushed the controlling faction's security rating into the red, and there were tons of HGEs to be found - I actually wonder if traffic is a better indicator for HGE spawn rates than population these days? Either way, I went there, said "forget diamonds, this is the real jackpot" and completely filled my boots.
I also found civil unrest pretty regularly in Diaguandri when I was there and that got a decent amount of spawns. Likewise, Deciat.
So the best places to farm improvised components, from my purely anecdotal observations, appear to be high-traffic systems with a lot of negative security transactions and relatively few people that actually make their home in the system running missions to counter the negative effects. So... ganking hotspots.
