In what circumstances could a system "improve" it's resources?

Haxel port is a fine place but frankly quite drab. It could also do with offering more modules.

In what circumstances could it be spruced up? I quite like the chrome statues, lakes and fountains of some of our neighbours.

I suspect that this cosmetic improvement is something that FDev needs to place but it'd be nice to know that sustained boom could also tip it into some renovations.

It can't. Literally the only way existing station/systems change is via direct dev modification of the stellar forge database.
