When you navigate menus you use a set of buttons to move the cursor on the menu and another set to move between different menu tabs. To move about in your comms you use the tab buttons.

It's the same as using the nav panel on the left, or the status panel on the right. There are tabs across the top, you have to go to the message one, kinda has a mail icon.

Still not understanding.
I open the coms panel and every button I press after that is typed into the "to local" message panel.

Assuming you are on PC, open the com panel, then don't hit enter or anything. Use a & d to select l/r sub menus, then w/d to go up/down. If that doesn't work use q & e (I'm not in the game now so I can't confirm).

I had to change a setting in the key bindings. Something about not defaulting to quick comms or some such. Then when you open the comms panel it's not already in text entry mode and you can tab across.

When you are in the coms panel you need to press escape once to get out of the local message thing. Then you should be able to tab across to messages.
