Has anyone else noticed that Gal Cart sells only part of the data set it possesses for systems?

I bought some data for a couple of nearby systems and then immediately visited them and scanned them with an advanced scanner. Additional planets showed up after the scan, but they were already tagged as discovered by players. These players must have sold the data for the tag to appear, so why didn't Gal Cart sell me that information with the rest of the package?

I'm wondering whether to ticket this as a bug. Given, however, that factions benefit from exploration data being sold in their stations is this an in-game mechanic demonstrating that Gal Cart isn't the universal independent organisation it purports to be, but holds local data sets and plays politics depending on the source and purchaser of that data? If your local faction standing isn't good enough maybe they won't sell you everything they have on a system.
