Inconsistent Influnce Update?

So during this phase, do missions affect the old tick period or the new tick period?
The tick has happened, it's just that it takes a long time for all the various caches to clear, so everything should count towards the new one.
Some of the caches are client-side so completely exiting to desktop and restarting can help.
The news boards at stations are always the most up-to-date.
Usually** I have had times where the ship's right panel's info tab was first to update while the News Board was old

The bug was posted on 8 October and I don't know how much is hyperbole or how much has been attended to already, but the data points are still certainly out of synch.
Does everybody have to visit each system of interest to find the true state of affairs?
