Looks like it. A completely empty cutter with A-FSD only seems to get about 21 LY

I have my Cutter set up for lightly-armored trade. Empty it can jump around 33 LY, and thats not the best roll either.
This one's from 6 weeks ago. Recently I have two grade 5 upgraded 7A FSDs both with 54+% Optimal mass and the max jump is 39.93. This isn't the maximum possible yet though, so I'm trying to farm some more materials for more FSD rolls.

A long time I have only bigs ships like anaconda, and now imperial cutter!!! always limited fsd range!!!hehehe
