I am saying "might" as I have no idea how Frontier coded their games.
But some of us are only building outposts so that they can get to the next system, and the next system and the next, until we reach the one we want. This probably means a lot of systems that people don't have the intention of developing, and a lot of abandoned station with Biowaste.
If the last maintenance had to cut short because there were too many stations to spin up, would increasing the claim distance help this somewhat? Not everyone tries to go as far as they can, but if we could jump more than 15 ly, at least those who do want to push the boundaries would leave behind less colonies.
There are some pitfalls with this theory of course. The increase bin jump range might just result in people to daisy chain further out, but not less times. And it's possible that only a small percentage of players are actually trying to push outwards and most of us are just claiming one system because we want one, inside the bubble, and then are done with it. This means that increasing jump range might not help. Although if this is the case, hopefully the maintenance times will be better eventually.
Another solution could be to slow down colonisation, have people not colonise more than 1 system per week?
