General Increasing punishment for senseless murder

As somebody who would like to play more open play, I just can't bring myself to do it out of fear of being randomly ganked for no reason as seems to be a common experience in open play. Like, I wouldn't be mad about it if there was some logical reason for the other player to attack mr, but there seems to be so many players who do it out of sheer boredom.

To resolve this, could it help to raise the bounties put on one's head for senseless murder be it against other players or NPCs while extending the decay of notoriety? A few tweaks in those areas could significantly discourage things like seal clubbing or griefing in general; a problem that seems to drive a lot of newbie players away which is a problem for Fdev as much it is the community as a whole.

Something else that might be worth considering is some kind of mechanic which can give a victim of a murder a sizeable restitution if their killer ends up either paying off their fines, apprehended/killed, or otherwise have their bounty for the murder resolved. I'm not saying pay off the entirety of a rebuy, but give a victim enough to at least soften the damage done if you are at the receiving end of a gank.

Of course, this would require some tweaks to the AI if it is to be applied to murders committed against them as well such as making NPC traders more likely to run or take evasive action when you are attempting to pirate them instead of them almost always automatically turning around in their hauler/adder/etc. to attack you even if you are in something like a fully loaded Anaconda thus forcing you to either kill them or retreat.

Maybe a simpler approach would be some sort of "surrender" option where you can officially acknowledge that you have no intention to fight back and if they kill you anyway they get a massive fine. This way, in open play, a player can surrender to another player and if that player decides to gank them then the penalties become way harsher. This could also be implemented so when you are being pirated or stopped by an NPC you can use it to acknowledge when they demand something of you which might extend the time you have to comply with whatever it is, where as it currently stands they don't really give you enough time to drop whatever value of cargo they demand of you or something. It could also be used to surrender to authorities who stop you if you feel like just turning yourself in saving yourself the rebuy. On the reverse side, it would also be cool to have a command that you can use to demand a target to stop for whatever reason be it pirating or otherwise which would give them a chance to comply and even implement it so NPCs might actually stop so you can make demands of them. Yes, you can do this kind of via text chat with other players but as it stands, NPCs you either have to kill or attack without warning if you want to do any pirating. these sort of commands would bridge the experience between open play pirating and private session pirating.

Whatever the case, something really needs to be done to tweak open play because as it is, the gankers completely ruin the experience.

That's weird, I have hundreds (probably actually thousands) of hours in open and have never been killed by another player and can recall only 2 times I've been interdicted. If I don't feel like dealing with it, I'll play in solo

What is it about Deciat that makes it such a dangerous area? Why there?
Deciat is the first engineer everyone goes to. That means there are many, many players there (many "targets"). These new players don't have any of the other engineering that would make their ships tougher - so easy targets, even easier since inexperienced.

Don't be discouraged - aside from community goals and one or two places like Dav's Hope, you will never see that intensity of ganking outside Deciat.

A lot of people don't. You can switch to solo to totally avoid those hot spots, and my apologies for my previous post omitting any recognition of the ideas you actually suggested.

So far as a surrender option, I do think that would be a benefit to the game in regards to NPC interactions, although I'm not sure how to really implement it between players.

So far as increased bounties and restitution, I really don't see bounties being a deterrent to gankers, and I don't like the idea of restitution for getting your ship blown up, but you have every right to suggest them.
