well I do need to edit this due to this entire post was really to get information and warn new players is all...
In reality I think the FC part is inconsequential - they don't need FCs to go seal-clubbing at engineers etc - they have been doing it forever it seems. It isn't just new commanders either since they habitually prey on newly-elite peeps venturing into ShinDez. Maybe the boost in player numbers with the FC update has increased activity but it isn't the actual FCs that are the problem in this matter in my opinion.
However: Yes it is worth warning new commanders about seal-clubbers.
