My understanding is that the screen you are showing is the influence ratings of the different factions in the system, not your standing with the factions which is on the previous tab. The blue arrows here mean that the influence of that faction is increasing. The faction is undergoing a period of "boom".

Thats system status, the influence is that which is exerted by that particular faction (48%) and the BOOM is the current state of its influence
