Is there a bug or issue with gaining influence in a system you do not control? My player group has been hammering out as many high influence missions and possible and receiving no movement for our efforts with exception to small fractional drops.

Yes, dozens of threads all over the place. Influence is in a huge number of cases. Conflicts for a smaller but significant non-trivial number of cases.

Just checking, but I'm assuming the other factions aren't all in pending, active or just-completed Elections/Wars and locking up the Influence? Also, is it a large population system as those appear to be much more difficult to shift Influence in now.
Yeah, since the release if 3.3, they system started a unending cycle of war. Since the influence is pretty well locked with only minor movement there are now two sets of factions that have been alternating wars over and over. Our faction was the first war of 3.3 which we lost heavily depsite our huge efforts and nope opposition. Since all we have experienced is the controlling faction continues to rise in in inlfuence and we drop and the other 4 factions are at constant war.
