it's important to re-balance the impact of NPCs killed in Odyssey settlements in ALL type of systems, this generates too much negative influence.You can easily kill hundred NPC per hour with a SRV and this is impossible to fight against.

It is notable that notoriety is tied to legal infractions (illegal murder) instead of just killing unjustly. I don't think a notorious reputation would differentiate. It's not like in a bar you'd hear "that guy over there, watch out for him, he killed more people than the plague" be countered with "yeah, but they were all outside of legal jurisdictions so he's really a cool dude".

Tho I do sometimes see behavior just like this on media like Youtube shorts. Maybe it is a cultural thing?

No i get that. That's just the tip of the iceberg though. Many, many systems in Elite affecting the BGS are grossly unbalanced and have been unchanged for years since before Odyssey.

Because it's not meant to be balanced. It's why PP was introduced instead of just using the BGS (and balancing it). It's not meant to be balanced, it's just meant to effect change in the galaxy, balanced or not.

I think originally this was the case, but Frontier are now well aware that their original intentions for the BGS didn't quite pan out. Subsequent updates and reworks have gone a long way to making it more of a obvious feature for people to interact with and control - patch notes and streams explaining and adjusting the mechanics, Squadrons being aligned to factions providing monitoring and graphs, etc. They wouldn't have tried to adjust Odyssey's impact on anarchy factions if it wasn't supposed to be at least somewhat balanced, and the fact their attempts largely failed doesn't mean they actually intended them to fail.

The balancing is certainly questionable in many areas, I just doubt that's intentional. That's just Frontier.

Yes, i do, and have done since before PMFs and PP wERE a thing. That's how i know the BGS is totally unbalanced beyond just this.

If you want a discussion about what the BGS should be in the game, then this barely registers in the world of changes that need to be made.

But that's a completely different topic... happy to discuss it elsewhere.

In this topic, you're suggesting this be fixed because it's unbalanced. BGS isn't meant to be balanced... players were never intended to use factions the way they are. It's that simple.

FD saw the demand signal for group vs group territorial disputes and knew the BGS, as the "malleable background environment", couldn't be used for that because it's completely unbalanced. So they invented PP.

Does the current setup suck for anarchies? Of course. Is that a problem? Not for the BGS, which is just the background theme for player activities. There's players like you and me who use that to "compete", but caveat emptor, it's not balanced by design.

It's like gambling on government elections, and expecting elections to change to accommodate gambling... it's simply not the point of it.

It's true FD have acknowledged that players use it competitively more, and even added features to support that, but they've equally never budged from its purpose as simply "the background environment", and in every stream about it, is the first thing FD acknowledge.

I truly think they do try and make it more balanced, but issues like this cut to the heart of the bgs and its simply not fixable without either wholesale rewrites, or very awkward, exploitable logic.
