So I'm selling commodities into the market of a settlement whose owner is in Infrastructure Failure. (This is one of the settlements that hasn't been abandoned or evacuated.)
It differs from station markets in that they're still selling commodities there; also a wide variety of normal goods are in demand. Like other markets in IF there are high prices and demand for goods to combat the state; it's just that the rest of the market is functioning normally.
Anyway this is a useful way to fight an Infrastructure Failure for factions (like this one) that don't own any other assets in a system. I'm not sure if the seminormal market is a bug or a feature.
