Watching the Spooky DLC trailer I noticed that there is a guest wearing a Frontier Expo tshirt. Was this announced before? How can we get it?

That is very well possible.

The website of Frontier Expo states this in the FAQ:

Q: Where do I redeem my physical and digital goodies from my ticket?
A: You will be able to collect your physical goodie bag at the event which will include a card that will have a digital code on to redeem your digital goodies.

Furthermore, Steam has already listed another (currently unnamed) DLC, which might be redeemable with the digital code found in the Frontier Expo goodiebag. Pure speculation at this point, but it is a possibility.
