Insane amount of damage

No, it has no problems, assuming you can actually hit the tiny soldier.
You have to keep in mind that (1) most weapons are doing point damage and (2) the Soldiers are Tiny.

I have no problems to fry the tiny soldiers with my DBX using a large beam. They drop really fast
And they drop even faster if i use weapons that are doing splash (area of effect) damage - like dumbfire missiles.

Sure, you can make a case for (1), but still this is a design choice made way before they thought a ship will shoot at grunts
And, it's basically a non issue. The most effective way to kill them is using dumbfires, but you can even land on them
Like I stated before: I hit the soldiers = saw spark coming from them (shield hit) and also got the "hit marker" on my hud. The problem is that if you don't hit them rapidly and constantly, their shields will be up in seconds again.
But it took so long time I just rammed them instead with my ship.
As of now, 4 tiny soldiers on the ground have equal chance of shooting me down as I have them lol

yes, it's called gameplay balance (although this is out of the window if you use dumbfires - the pedestrians have no chances then)

if you did hit them, they'd be killed in 2 shots... one to drop the shields and one to kill them

And this "balance" is forcing you to play the game like the developers wants, which I think i stupid =
Every weapon type, shield type, armor type and ship should have the same stats so you know what you are up against before engaging. A tiny soldier shouldn't be able to take down a ship.
If they want to "balance" it, they could have ships on the ground or hovering over the soldiers to protect them. It's quite stupid to leave 4 soldiers alone on a planet without any protection.
Also this mission had ships dropping in on the planet as I started attacking them, but those ships just dropped more soldiers. Why did the drop-in ships not attack me?

They can and they should, but only at ranges below 200m.

Well, try to get a mission to raid a military settlement.
One that's protected by 1-2 Goliaths on the ground and 3-4 ships flying CAP above the settlement.
See how it goes.

There is no point arguing further with you, I stated my points but you seem to enjoy what I hate about the game

The only advice i can give is avoid the things you hate and enjoy the things you like.

Case in point: stop shooting a cannon at tiny soldiers. Fire rate is too low, damage is point (not splash, no matter the animation you may see).
Try dumbfire missiles or try using a fixed beam and make sure you actually hit them (a tiny soldier will last less than 2s when fried by a beam - again assuming you can hit them - but at least in case of lasers there is an audible cue when you hit them)

There no chance for FD to adjust cannon projectile behaviour so a 4A Cannon projectile to behave as it should (have a wide area of damage due to kinetic energy alone when impacting the groumd)

These settlements are beasts. Not for the faint hearted.
