Fairly sure they are new today - a PMF in a system I work. Just noticed the one (so far anyway).
The surprise was that the system already had 7 factions, so now it has 8. I can't see anything about that change in the Frontier post from a week ago announcing a new PMF system:

Maybe I missed the memo again.
[ edit: a knowledgeable colleague tells me this was the last batch under the old application system for PMF. Many had been waiting for so long that FDev decided to suspend the 7-faction-limit in some systems. ]
