Instancing bugged? rarely see anyone in Hi traffic systems

I think it might have something to do with the increased NPC numbers in systems now, but i very rarely see more than 2-3 players in the high population clusters like leesti and lave now. When in a wing it seems its worse. Anyone else experienced this issue?

I see people in open all the time - even in quieter systems but rarely visit really busy systems. I had 5 in one system last night.

What internet connection do you have btw?
