SHIP Insurance
Ship insurance alters depending on how one purchased the days, the kickstarters and original beta/LEP had different rates of SHIP insurance.

It would be cool if ship Insurance was connected more to PLAYER STATUS.
So it becomes a progression with the Pilots Federation OR (and) the local faction who's picking you up.

Tired of lost credits over lost cargo - Get in contact with the local Controlling system faction or Powerplay contact
  1. Insure your cargo with a one of payment until your next dock with a money back guarantees for "some" of your lost cargo.
  2. But don't despair your digital cargo can also be protected in the same one-off payment so you ship may be crushed beyond the event horizon of your adventures,
    But your Universal cartographic data and bounty vouchers will live on as a new orbiting survey cache satellite re-discoverable by all (you get a private shareable beacon for next-of-kin) (it's been suggested loads and I think it could add emergent gameplay for the community).
  3. By why by piecemeal when more a dedicated time period, All data will be stored via the Witchspace com-relay powered the super-powers and Galnet.
Terms and conditions
  1. Life expectancy and durability of the data-cache depends on local retailers stocks and how much they value a commander with your reputation.
  2. Salvage rights apply. Finders Keepers. Be the first to find your own possessions.
  3. Insurance companies own and provide the storage facility and functionality, they maintain ownership rights until someone reclaims the data-cache, so don't be too concerned for finding a mission to retrieve your survey data on a mission-board,
    naturally, that lucky commander, we will give them discovery rights and a percentage of the profits.
  4. Any illegal activity of the previous owner will be transferred onto the data-cache.
 
I have always found it odd that insurance is referenced in the re-buy screen for cargo yet there is no way to actually purchase cargo insurance. Generally speaking, cargo insurance wouldn't be much of a service except for miners - lost mission goods still cost you more in reputation than they do credits (exempting the idiotic C&P system on this particular problem).

Beyond that, same for overall ship insurance - although 5% of ship value is a hellacious deal, so I'm not sure what you'd modify there if anything. Personally, I think ship loss costs are too low in the game...but I'd completely support cargo insurance as it doesn't actually exist currently.
