Interdicted by system authority on rules of military engagment

I got a suprise tonight. A faction i support has expanded into another system and i was checking out the new digs handing in some bounties, when i got interdicted by a system authority vessel.
The chat said i was "being interdicted under rules of military engagment" and when i read it i was already planning my escape route after destroying the ship.
So i waited a bit for it to open fire, not wanting an inconvienent bounty on me, and nothing, it frame shifted out.

The system is in lockdown but i have been in other systems in lockdown and this hasnt happened.

Anyone know the story behind these?
 
As far as I know, it can happen in any kind of warzone. It's happened to me a coup[le of times post-2.0. Interdiction by authority ships (of one side of the war or the other) used to happen a lot more frequently.

I think they're supposed to scan you (for weapons smuggling and other contraband) but they seem to forget to do so, usually. Or maybe they do scan you and your computer never bothers to tell you about the scan.

Thanks for replying. Yeah the lack of a scan puzzled me too. Two weeks game time and this was a first for me :)
 
Hello,
This is extremely irritating. Happens to be when I'm in systems with a CZ.
The authority ship intradicts me and just flys off without bothering to do anything else. At first I thought I would get a fine if I don't submit to a scan or be shot at, but nothing ever happens after you submit.
Nowadays I just submit, boost, boost, jump. No harm done. It's just a time waste.
