Interdicted by System Defense Force?

I was interdicted today by a System Defense Force ship from an allied faction (ship was an Eagle, it was Clean, and Friendly (green)).

He did not fire on me or say anything, but there was a message in red in my chat box, "Naval scan in progress."

I was in the middle of doing missions so I just jumped away, but I've never had it happen before.

Anyone else experienced this? Anyone know what it means?

If the system or sub-faction within the system is in a state of war, they do that. And it's annoying as hell.

Bugged I think, because they don't actually scan you. Just drop you out of your business and then fly away.

If it wasn't for the 6 day bounty system, there would be a few less troll cops in those systems I can tell you...

Ah, well then that must be what it was. I was so surprised to be interdicted without trash talk from the NPC

They did used to scan you when this happened so I agree that its both bugged and damn annoying.
