interdiction unavoidable near a sun?

I recently lost my ship to a npc interdiction near a star and then after respawning and jumping into the system again, I had the same thing happen shown here:

I thankfully made it out of that fight with 3% hull and continued on my way. Maybe ten minutes later I got interdicted by the same npc and was able to avoid it like normal.
Is it a bug that there's no chance to fight the interdiction right near the system jump point, or is this some mechanic I am unaware of?
 
in that video the throttle was set to zero. throttle at zero = submit to interdiction. looks like you may be unaware of 'hyperspace dethrottle', which is an option that is enabled by default when a supercruise assist module is installed on your ship. you can disable it in the right panel under the ship tab in flight assistance (the microchip icon). keep in mind though with it disabled, you can easily emergency drop near a star if you're not paying attention. which means longer fsd cooldown. npc pirates can drop in on you and shred your ship in the 30 seconds it takes to cool down completely.
